Suit was cleaned well but tie was not cleaned at all

This was my first time and last going to this place. I took a pair of casual sneakers to glue the sole. The problem was only in one shoe but the gentleman who helped me said that when it happen to one it will happen to the other one as well. That was better to do both. Later on I got a call telling me the price was going to be $12.00. I said if that was for both to ok and do it otherwise I don’t want to do any. When I went to pick them up I was charged $27.13.
