Eric thank you so much for your professionalism and kindness, in working with me on reducing the charges on my garment, which was simply too costly for the minimal work that was done. The seamstress should charge for the actual work being done and not have a minimum regardless of whether the job is worth the money or not. Even if this is the practice for many of the dry cleaners in the area, it doesn't make it ok. It really does vary from place to place. I have lived in two other States and this was not the practice.
